This is what the quote means to her:

You have turned my mourning into joyful dancing. You have taken away my clothes of mourning and clothed me with joy.

- Psalm 30:11

My prayer is that whoever wears this necklace will be reminded that no matter what situation they are going through at this moment, they can hope in God, knowing that he will turn their sadness, hurts, pain and disappointment into joy.
